Beach
  • No glass on the beach. Broken glass is a safety hazard.
Common Property
  • Homeowners’ private property typically extends only a few feet beyond the sidewalks and patios as originally constructed by the developer. Some homeowners have elected to extend patios to the limit of their lot.
  • All other areas are common property. This does not however allow a person to cross any owner’s property that is private, such as between homes unless there is a clearly defined public path or sidewalk.
  • Green spaces and grass between backyards of homes are common property and may be used by everyone.
  • Consideration should be given to residents adjacent to these green spaces to allow them some measure of privacy.
  • Walking down the middle to the green space and keeping a respectable distance is a reasonable effort to allow others in their yards some privacy in our mostly unfenced and open community.
  • SHC has erected a few signs to indicate that what might appear to be common property is actually private property. Please respect these signs and the residents’ privacy.
  • Please do not leave any items behind in the common areas that you have been using, this includes the beach. Items that are left behind interfere with work crews and the landscaper’s ability to care for our community and can cause damage to the grass. Any items left behind will be removed and any damages will be at the owner of the item’s expense.
Damage To Property
  • Owners or residents shall not cause damage to trees, plants, bushes, flowers or lawns and shall not place or store chairs, tables, inflatables, canoes, kayaks or other objects on lawns or grounds so as to damage them or prevent growth.
Disturbance of Others

  • No noise shall be made in or about the Unit or on the common areas or common facilities which, in theopinion of the Homeowners’ Corporation, interferes with the enjoyment by others of other Units or the common areas or common.
  • Mops or dusters of any kind shall not be shaken, and nothing shall be thrown out of any window, door, passage or any Unit or the common areas or common facilities.
  • No Owner or Resident shall operate his or her barbecue in a manner which, in the opinion of the Homeowners’ Association, interferes with another Owner’s enjoyment of their unit.
  • Carpentry or similar alterations to a Unit shall be limited to the hours between 8:00 a.m. and 8:00 p.m., Monday through Saturday and no work on Sundays or statutory holidays except in exceptional circumstances.
Fire Pits
  • The fire pits located on the beach are for everyone to use, we kindly request that good fire practices are adhered to, please consider the wind, embers can travel far.
  • Please do not leave the fire pit unattended when in use, and fully extinguish the fire prior to leaving the beach.
  • Please do not use sand to extinguish the fire when done as then the fire pits have to be dug out, instead please bring a bucket to gather water to extinguish.
  • Do not break the logs apart on the beach for firewood.
  • Do not throw cans and other debris into the fire pits, there are garbage cans located along the lakefront walkway.
Garbage & Recycle
  • All household refuse and recycling material shall be secured in suitable plastic bags or recycling containers and taken to common garbage or recycling containers.
  • Garbage in the compactor is crushed twice daily, between 7am and 3:30pm.
  • The garbage compactor is removed bi-weekly on Thursdays, and is usually gone for about an hour while being emptied. June to September, the compactor is emptied weekly on Thursdays, as usage increases during this time. If the compactor is not present when you drop off your refuse, please take your garbage with you and return with the compactor has been returned.
  • Any waste material other than ordinary household refuse and normally collected recycling materials shall be removed by the individual Owner or resident of the Unit.
  • No garbage, residue from barbecues, or other material shall be permitted to accumulate on the exterior portion of a Unit or on common areas.
Gate Entry
  • The main gate pedestal system is used to gain entry to the Cottages when the gate is closed.
  • The Radio Tower Road entrance gates are now permanently closed to all commercial traffic. Entry is now restricted to gate key entry using assigned access codes.
    This restriction also applies to specific amenities, which vary.
  • If you are a renter or visitor, please ensure that you have a valid access code from your landlord. These codes change often. So, if you have questions or concerns regarding gate or amenity access, please contact your landlord.
Golf Carts
  • A maximum speed of 20 kilometres per hour shall apply within the common areas and common property.
  • Golf carts are not permitted to park at the beach. Golf cart parking is available in designated areas along the North & South Sides of Stelkia according to signage, and East of the Pergola in the meadow
  • Operation of golf carts (and ATVs) is permitted on the common areas by persons a minimum 16 years of age OR persons holding a valid drivers license.
  • Golf carts and ATVs must be operated in a safe manner and not exceed the posted speed limit
  • Lights on golf carts and ATVs shall be turned on when operating while street or pathway lights are on.
  • Golf carts and ATVs not equipped with functioning headlights and taillights are not permitted to operate on the property while street or pathway lights are
  • Golf carts and ATVs are required to yield to pedestrians.
  • Golf carts and ATVs are required to have unique identification marks on opposite sides – either on front and back or left and right sides. Total size of identification marks shall not be less than 10 cm X 15
  • If your rental unit did not come with a golf cart and you have decided to rent one, the Unit # must be on two sides of the golf cart, and shall not be less than 10cm x 15cm

Hazards

  • Fire hazards must be minimized. No item shall be brought onto or stored in a Unit or the common areas or common facilities which will in any way increase or tend to increase the risk of fire or the rate of fire insurance or any other insurance policy held by the Homeowners’ Corporation or any Owner, or which will invalidate any insurance
  • No material substance, especially burning material such as cigarettes or matches, shall be permitted to be discharged from any window, door, deck, patio or other part of a Unit or the common areas or common facilities.
Parking
Parking
  • a) A resident shall use and rent only the parking spaces included as part of the Unit, save and except for private arrangements with other Owners for the use of their parking space. Parking spaces shall not be leased or rented to a non-resident of theDevelopment.
  • b) No storage of any RV, boat, trailer or unlicensed vehicle shall be permitted in the designated parking areas or on the common areas and common facilities except in the visitor parking area near the entrance, and only after obtaining permission from the HomeownersCorporation.
  • c) Golf carts and ATVs, provided they are in good condition, are permitted in designated parking spaces.
  • d) No parking is permitted except in a designated parking space, nor shall a vehicle park in a manner which will reduce the width of an access roadway.
  • e) Parking is restricted to licensed and insured vehicle(s) only –golf carts and ATVs, in good condition, are permitted.
  • f) Golf carts and ATVs shall be parked such that they do not block the usage of sidewalks or roads.
  • g) Golf carts and ATVs may be parked in areas shown in GREEN at anytime:
    •  i.North side of Stelkia according  to signs;
    • ii.South side of Stelkia according to signs; and
    • iii. East of the Pergola on the meadow.
  • h) Golf carts and ATVs shall not park in areas shown in RED at anytime:
    • i.Gravel area near the marina gate;
    • ii. North side of beach sidewalk adjacent to the beach;
    • iii. Either side of the sidewalk between the beach and Stelkia;
    • iv. Either side of the sidewalk west of the volleyball court;
    • v. South end of the meadow; and
    • vi. South side of beach sidewalk adjacent to the beach.
  • i) Golf carts and ATVs may park in areas shown in YELLOW unless an event is using that space:
    • i. Grass area north of and adjacent to the Community Centre.
  • j) It is permissible to briefly stop at the gravel area near the marina gate or on the south side of the beach sidewalk adjacent to the beach to unload / load golf carts andATVs.
  • k) There shall be no storage of any personal property in parking areas or on the common areas or common facilities
Pets
  • Pets must be on leash at all times, except when in designated off leash areas.
  • Off leash areas are available near the playground in the meadow on Cottonwood, and on the West side of the beach, near the volleyball area
  • Excrement must be picked up and disposed of in the appropriate receptacles immediately
  • There is a limit of 2 pets per household
Pool Rules
  • The Board of Directors has put together a pool opening plan that follows the required health department guidelines.
  • The conditions under which we will open are:
  • Opening hours will be 9:00AM to 10:00PM
  • There will be an adult only swim time between 9:00AM and 10AM on weekdays. Users must be 19 years or older to attend this time slot.
  • Access to the pool is through the Clubhouse pool washrooms. Please shower prior to entering the pool area.
  • Wagons, scooters, skateboards, large floaties, and pets are not permitted in the Clubhouse or on the pool deck.
  • The capacity of the pools, hot tubs and the deck will be limited – this number will be posted at the gate and by the pool/hot tub.
  • Personal floatation devices, for safety reasons only, will be allowed.
  • Pool toys will NOT be allowed. Pool noodles are acceptable.
  • There will be defined spots marked on the deck for chairs and loungers to facilitate the 2 metre distancing rules. These items can NOT be moved.
  • There will be designated seating in the hot tubs. No one under 12 will be allowed in the hot tubs.
  • Pool Rules are posted in the Clubhouse pool washrooms, and at the pool. Your landlord has access to full pool rules and is able to provide them to you on request.
Radio Tower Road
Radio Tower Road is a private road located on Osoyoos Indian Band land. We request that you respect all posted signage, stay on the paved road, and avoid going into private and restricted areas. There are dangers to using Radio Tower Road (narrow passage, wildlife, aggressive dogs, etc) and we advise that using this road is at your own risk.
Security

  • Unit Owners and residents are responsible for anyone they admit onto or about their Unit and the common areas and common facilities, inclusive or agents, servants, licensees, or
  • The Homeowners’ Corporation shall form a security committee to provide guidelines for the security of individual Units, and to establish resident-based voluntary crime prevention programs such as Block
  • An Owner or resident shall maintain security of the community centre at all times, and shall not leave any door or entry gate in common areas or common facilities open while unattended.
Smoking
All Common Property / Areas at the Cottages are “No Smoking” areas. This includes the Stelkia Community Centre (including the Pool Deck, Veranda, and Exercise Porch), the boathouse (washroom near the Marina), and all utility buildings. Residents are encouraged to limit smoking to their unit.
Wharf Rules
  • Use of the Wharf is exclusive for Cottage owners, their families, guests, and renters.
  • Use of the Wharf is at your own risk, and are liable for any loss, damage, or destruction caused to the wharf, a vessel or any other person resulting from their use of the wharf. All water vessels must be insured.
  • Conduct yourselves in a manner that is not detrimental to the safety or quiet enjoyment of others.
  • Pets must be on leashes at all times and excrement must be cleaned up and disposed of properly.
  • NO roller blades, skateboards, scooter, and bicycles shall be ridden on the wharf at any time.
  • Outboard Motors must be kept in the “down” or vertical position when moored.
  • Volume of radios, etc., must be kept down to not create a nuisance to others.
  • NO boat repairs to be conducted while vessel is in a slip or Wharf area.
  • NO vessel may be attached to a buoy at any time.
  • NO access of any type by people or vessels is permitted to the lake shore except at the beach.
  • Vessels MUST be equipped in accordance with the “Canadian Coast Guard small vessel regulations”.
  • Vessel drivers MUST have a “Pleasure Craft Operators Card”.
  • While in the Wharf area, all vessels shall proceed under power and dead slow, in a cautious, seaman like manner.
  • NO storage of fuel and flammable liquids to be stored on Wharf or vessel.
  • The use of hull toilets is strictly prohibited, and all vessels that do not have a sewage holding tank and have hull through fittings will be required to seal such fittings while moored on the Wharf. The pumping or pouring of bilge water, petroleum products, or sewage is strictly prohibited.
  • NO litter shall be thrown overboard, or left on the Wharf.
  • The discharge of waste from portable toilets anywhere on Osoyoos Lake is strictly prohibited.
  • NO pouring of fuel or flammable liquids of any kind while connected to the wharf or in the immediate vicinity of the Wharf area.
  • Children under the age of 12 must be accompanied at all times by an adult and must wear properly fitted life jackets.
  • NO diving is permitted from the Wharf or access ramp
  • Swimming from the Wharf is strictly at your own risk. Swimming from the Wharf is permitted only between the first row of slips and the shoreline.
  • No climbing over the Wharf access ramp.
  • Fishing from the Wharf must comply with all regulations.
  • Each boat moorage owner shall be responsible for safe mooring of their vessel, and shall provide and maintain safe docking lines. Overhanging of the Wharf by the Vessel’s bow, bowsprit, anchor, swim grid or stern shall be prohibited under all circumstances. If insufficient or damaged lines are being used, the Boat Moorage Owner shall be informed and must comply immediately; otherwise, the Homeowners Corporation will re-tie the vessel and charge the costs of the docking lines to the Boat Moorage Owner.

  • There is no one at the Cottages to assist you with things that you might expect a resort or hotel ‘front desk’ or ‘concierge desk’ to help you with. Please contact your landlord if you have any questions.

FIREFIGHTING PROCEDURES

2450 Radio Tower Road, Oliver, BC V0H 1T1

Following is a list of procedures to be followed:

  1. Call 911 immediately. Insure you have the correct address and if possible, the unit number or area where the fire is located.
  2. Call the Operations Manager (Greg Curnow) or a member of the EPC Team to inform them.
  3. Once an EPC Team member has been contacted, the member will relay all the required information to the rest of the team electronically via the “WhatsApp” application.
  4. One of the members (Doug Stevens or Dale Griffin) of the EPC Team that lives on the hill will proceed to the alarm at the top of the main stairs and sound the alarm.
  5. All EPC Team members will then proceed to the “Lift Station” site as soon as possible. Ensure that you have your safety vests, gate fobs to open the front gate, and take golf carts if you own one.
  6. Once at the Lift Station, an EPC member will take charge and disperse a member(s) to the front gate to open it for the fire department.
  7. Toques will be placed over the electronic signal sensors on the front gate to keep the gates open.
  8. That individual will remain at the gate to direct the first responders when they arrive.
  9. The EPC Team will contact the block captain(s) for the neighborhood where the fire is located and instruct them to proceed to inform homeowners in the area and consider evacuation to a safe location until the fire is extinguished.
  10. The EPC Team remaining at the Lift Station will load the fire-fighting equipment onto a cart or truck and proceed to the area of the fire.
  11. If the fire is a brush fire, it may be advantageous to have the sprinkler system activated.
  12. The only responsibility of the EPC Team is to assist in any fire control, eg. preventing the fire from spreading to adjacent homes or preventing grass fires from setting houses on fire.
  13. Once the fire departments have arrived, the EPC Team’s responsibility will be limited to crowd control and traffic control.

This bulletin has been prepared by The Cottages EPC Team as a guideline to follow in the event of a fire occurring on The Cottages site.
